This proceeding arose out of a complaint
by Mansfield T. Tilley to the commission on
civil rights of the state of Connecticut in which
he alleged a violation of the Fair Employment
[140 Conn. 539]
Practices Act1 by reason of his exclusion
from membership, because of his race, in Local 35,
International Brotherhood of Electrical Workers,
hereinafter referred to as the plaintiff. The
hearing tribunal to which the chairman of the
commission referred the matter pursuant to 7406 of
the General Statutes found against the plaintiff
and made the order quoted in the footnote.2 The
plaintiff appealed to the Superior Court, which
dismissed the appeal. From that judgment the
plaintiff has appealed to this court.
